Located in a village, 12 Kms North of the capital in Unguja, Chuini is a critical junction which attracts lots of public utility vehicle (PUV) traffic (from Bububu/town, North A and West A) but lacks a bus terminal and formal market with adequate facilities to manage high volume of buses/ daladalas and accommodate buying and selling of goods in the locality. WAMC intends to develop a bus terminal facility with adequate capacity to handle the increasing traffic of public transport. Without bus terminal facility, the PUV at Chuini are operating along the main road reducing the effective road carriageway. During the rush/peak hours, situation becomes worse with more vehicles on the road, which is unsafe for commuters. This has prompted the West A Municipal Council to propose for a bus/ daladala terminal with a commercial complex.
The various facilities proposed within the bus/daladala terminal include 58 boarding bays , 29 alighting bays, 174 idle/staging bays, vehicle and pedestrian circulation areas, passenger concourse, terminal schedule (information display) with public address system, scheduling system, driver retiring room, information kiosk/ enquiry counter and complaint desks, security system, service centre for minor repairs of buses and other vehicles, firefighting system and power backup, commercial spaces, market facility and other support facilities.
Provision of departures for daladalas/buses, pedestrian entry/exit points of the bus terminal building, pedestrian circulation/movement, seating spaces for passengers in waiting areas, departure, alighting and idle/staging bays, parking bays for private cars and two wheelers, collection of terminal fee revenue, schedule/information display system, closed circuit television system, rest rooms / toilets, information kiosks, complaint desks, public address system, drinking water faucets/taps, waste management as well as pest control and fire safety
Implementing this project under PPP modality will provide avenue for the private sector player to design, develop and operate the project on a long term basis, giving full freedom and flexibility to create a robust revenue stream for the project, take the requisite measures to develop the project into a hub within vicinity. Under the PPP model, the project will also develop skills, expertise and business acumen of the PSP. The proposed Project may be proceeded with the typical Design, Finance, Build, Operate, Maintenance and Transfer (DFBOM) with core project responsibility lying with Concessionaire and the IA mainly managing & monitoring the concessions as per the terms and conditions contained in the PPP Agreement. The role of the IA will be restricted to the management of the Concession throughout the Concession Period and see to it that the “mandatory development obligations” carved out for the Concessionaire in the PPP Agreement shall be performed by the Concessionaire during the term of the PPP Agreement. However, the Project being a complex in nature, the IA need to assist the Concessionaire in marketing the facilities to the general public to attract/ and further increase the influx of users, by endorsing the same. The monitoring will be through an Independent Expert who shall perform its functions based on the terms laid out in the PPP Agreement.
